The Committee members adopted this decision after the report of the Court of Auditors on the results of use of state budget funds for personnel training by the Ministry of Education and Science, Youth and Sports.
The People's Deputies emphasized that the Ministry of Economy, and the Ministry of Education and Science, Youth and Sports, which are authorized bodies in charge of the state economic policy, and the policy in the spheres of education and occupational employment, failed to perform coordinated activity to satisfy the actual demand of the economic sector in a qualified personnel.
The Committee members emphasized that the domestic labour market has a gap between demand and supply of regular labor force. Along with the unsatisfied demand of enterprises in labour force of specific professions, there are a great number of uncalled graduates trained for other occupations, thus the state spends a lot of resources for social adaptation of this category of graduates.
According to the Court of Auditors, most vocational schools have not reequipped the material-technical base for more than 20 years, so there is lack of fundamental technical means and equipment, except computers.
In general, imperfect management system in the sphere of vocational education, inefficient resolutions of the Ministry of Education and Science, Youth and Sports, and the lack of effective control over the financial-economic discipline in vocational schools with infringements of effective legislation, lead to the ineffective use of nearly UAH 781, 6 million.
